Commercial Asbestos Inspection San Diego, CA

Pre-renovation and pre-demolition asbestos surveys that satisfy NESHAP, Cal/OSHA and local air district requirements.

Buildings constructed before 1981 frequently contain asbestos in flooring, drywall compounds, ceiling tiles, roofing, insulation and fireproofing. Federal NESHAP rules and Southern California air districts require an asbestos survey before renovation or demolition.

Our asbestos surveys are performed by certified inspectors, with bulk samples analyzed by accredited laboratories and reports formatted for permitting.

ESA Inspections provides commercial asbestos inspection services in San Diego and throughout Southern California — San Diego, Orange, Los Angeles, Riverside, San Bernardino, Ventura, Santa Barbara, Imperial, Kern and San Luis Obispo Counties.

Frequently asked questions

Do I need an asbestos survey before remodeling?

In most Southern California jurisdictions, yes — air districts such as SDAPCD and SCAQMD require a survey before disturbing building materials in commercial buildings.

Can you tell whether a material contains asbestos by looking at it?

Usually not. Suspect materials generally require laboratory analysis unless reliable documentation already identifies the exact material.

What is the difference between a renovation and demolition survey?

A renovation survey covers materials affected by a defined scope. A demolition survey is comprehensive because all building materials may be disturbed.

How many samples are required?

The number depends on the types and quantities of homogeneous materials and the applicable sampling rules. The inspector determines representative locations in the field.

What happens when asbestos is found?

The report documents the material, location, condition and quantity so the owner and contractor can plan compliant management or abatement before disturbance.

Can work continue while results are pending?

Suspect materials should not be disturbed until they are properly identified and required controls are in place.

Do newer buildings need asbestos surveys?

They can. Regulatory survey obligations are tied to planned disturbance and applicable rules, not solely to a building's age.

What is clearance air monitoring?

Clearance monitoring evaluates the work area after abatement using the project criteria and applicable analytical method before reoccupation or further construction.

Survey scope depends on the planned disturbance

A renovation survey focuses on materials that the planned work may disturb. A demolition survey is broader because the entire structure may be affected. Accurate plans and a clearly defined work area help the inspector identify homogeneous material areas and collect representative samples.

Common suspect materials include flooring and mastics, drywall joint compound, acoustic ceilings, roofing, fireproofing, pipe insulation, cement products, window glazing and textured coatings. A material cannot be cleared by appearance alone unless a valid existing record applies.

Bulk sampling and laboratory identification

Samples are collected using methods intended to limit fiber release and are submitted under chain of custody to an accredited laboratory. Polarized light microscopy is commonly used for bulk building materials, with additional methods used when required by the material or project.

The report identifies sampled materials, locations, analytical results, condition and approximate quantity. Drawings and photographs can help contractors locate materials and prepare abatement pricing or notifications.

  • ✓Defined renovation or demolition area
  • ✓Homogeneous material identification
  • ✓Representative bulk samples
  • ✓Laboratory results and material quantities

Planning for permitting and abatement

Survey findings should be reviewed before contractor mobilization so asbestos-containing materials can be addressed without delaying the project. Notification, removal and disposal requirements vary by material, quantity, condition, work method and local air district.

When abatement is required, project documents may include removal specifications, contractor coordination and air monitoring. Clearance documentation helps establish that the work area is ready for the next construction phase under the selected criteria.
